Why is it that some Councils still let people on the buses at 9.00 a.m.?

Although most Councils in Sussex have not been fully reimbursed by the Government for bus pass use since April 2006, Lewes has been one of the worst affected.

Across Sussex 5 Councils moved their weekday start time from 9.00 a.m. to 9.30 a.m.  In the county of Kent, all Councils moved their start times from 9.00 a.m.to 9.30 a.m. This general move is reflected across the country, particularly where Councils have not had their costs of free travel fully reimbursed.
