Role of the Scheme Manager
The duties that each organisation requires its Scheme Managers to perform are similar and are likely to be as follows:
Manage the Scheme
- Reside at Scheme and be in attendance at night
- Provide other agencies with information when appropriate
- Attend meetings
- Undertake training
- Let Guest Room(s) and collect money
Promote and encourage independence
- Facilitate self help
- Assist with forms
- Read and explain mail
Be responsible for the well-being of residents
- Make referrals in accordance with NHS and Community Care Act
- Provide assessors with information to enable assessments to be undertaken and care packages monitored with the permission of the older person
- Attend case conferences
- Give emotional support
- Be aware of mental and physical health of resident
- Note changing needs and take action
- Make monitoring calls, and respond to emergency calls
- Keep appropriate records
Give practical help and assistance in a crisis
- Assist if tenant is suddenly taken ill
- Contact General Practitioner, relatives etc
- Arrange for shopping to be done
- Ensure meals are provided
- Arrange for prescriptions to be collected/delivered
Facilitate community and social development
- Promote social contact
- Encourage and support social events and functions
- Encourage good neighbour schemes
Give advice
- Respect confidentiality
- Listen
- Advise on services available to tenants
- Give guidance where appropriate
Provide information
- Be aware of information needs of tenants, their relatives and others
- Be familiar with the Housing Benefit rules
- Deal with queries from tenants, relatives etc
Carry out administration
- Obtain information from new tenants for emergency purposes
- Regularly update tenants’ personal records
- Maintain diary and other records
- Collect money for TV licences
Defuse difficult situations
- Provide guidance in cases of neighbour disputes
- Check reports of unauthorised entry
Ensure environment is safe and comfortable
- Be aware of Health and Safety at work regulations and inspections
- Make appointments for and admit contractors to maintain and repair equipment
- Ensure heating system is working efficiently
- Ensure lighting comes on and off at right time
- Maintain accident book
Ensure building is secure
- Check doors and windows are locked when necessary
- Be alert for intruders
- Keep key register
- Ensure keys are returned by tenants on vacation
- Change barrel of lock before reletting accommodation
Deal with emergencies
- Take action if a tenant has a fall etc
- Provide help if tenant is to be admitted to hospital
- Assist if tenants lock themselves out
- Take action when a tenant dies
Ensure emergency alarm system works efficiently
- Advise new tenants (and others) on the use of all emergency alarm equipment
- Issue and control pendants, change batteries where appropriate
Test alarms
- Switch Scheme to emergency control centre when off site
Ensure tenants know fire procedures
- Provide information
- Ensure Notices and equipment in place
- Assist and/or carry out Fire Drills
Ensure the communal areas and grounds are clean and well maintained
- Ensure cleaning satisfactorily carried out in accordance with Schedule
- Ensure windows are cleaned in accordance with contract
- Ensure grounds are maintained in accordance with contract
- Report repairs
- Order and control stock of cleaning and other materials
- Ensure bin areas are in good order
- Arrange for bulky refuse to be removed
Monitor empty units
- Check property and ventilate
- Flush toilet etc
Promote Sheltered Accommodation
- Make appointments and show accommodation to prospective
tenants and their relatives
- Ensure new tenants integrate into Scheme
- Provide information about Sheltered Accommodation and Scheme Manager Service
