Leaseholder’s HandbookA Guide For For Residents Living In Former Council Flats Who is this handbook for? This handbook is for leaseholders whose flat is in a building owned and managed by Lewes District Council. It contains information on the rights and responsibilities of both the leaseholder and the Council and explains how the service is operated and who to contact. As a leaseholder you have bought the right to live in your flat for a fixed number of years. The Council, as your landlord, retains ownership of the building. Leasehold management is a complicated area, with everything governed by the terms of the leases, by the law, or regulation. This handbook does not give a full interpretation of your lease, or the law. Only the courts can do that. If you are in any doubt about your rights you should seek independent legal advice.
