However glare from excessively bright or poorly aimed lights can cause light pollution. Environmental Health powers cannot be used to control adverse effects of lighting as it is outside the scope of existing legislation and some lighting installations cannot be controlled through the planning system. Where possible the Council will ensure, at the planning stage, that floodlighting and other lighting schemes will minimise light pollution and do not have a significant adverse effect on residential amenity. |
