Special forms of planning control, and other forms of control related to the planning system, are also outlined. However, it is important to emphasise that this Handbook is no more than a basic introduction. It is neither a planning encyclopedia, nor a prescriptive guide on what to do with any particular planning application, appeal or enforcement case.

It is intended to help both councillors, and the wider public, understand the ever more complex planning system in England.
