A Code of Practice, issued under the Environmental Protection Act 1990, defines the standards that the Council aims to achieve when providing the service. An area, when treated and where practicable, shall be left in a litter-free condition. This is achieved by mechanical or manual sweeping and litter picking. Roads are cleaned / litter picked at varying frequencies according to their nature and use. Additional, responsive works can be carried out where necessary but the overall aim is to meet the statutory requirements of the Act. In this context the presence of litter does not imply a road/street is in need of treatment, but is has to be taken in the context of the overall conditions of the area. Online Services

HighwaysThe responsibility for inspecting and repairing faults on the highways (including the carriageway, footpath and highway verge) rests with East Sussex County Council (East Sussex Highways), which can be reported on the Fault Reporting system above. Vehicle parts/debris as a result of a RTA (road traffic accident), oil, gravel, sand, mud, dropped cargo on the road (including obstruction), etc, also rests with East Sussex County Council (East Sussex Highways). In respect of trunk roads (e.g. A26 from Newhaven to Beddingham and A27 from Falmer to Middle Farm) it is the responsibility of the Highways Agency. Litter binsWe provide and maintain litter bins to try and prevent the depositing of litter in public places and we arrange for the bins to be emptied on a regular basis. Town and Parish Councils also provide litter (and dog) bins on land for which they are responsible. Litter in a public place is unsightly, dangerous to animals, and an offence. Litter ranges in size from a single sweet wrapper, to a bag full of rubbish. The Environmental Protection Act of 1990 states that if a person drops, throws, deposits, or leaves anything that causes defacement in a public place, they are committing a littering offence. So always try to use a litter bin or take it home. The litter bin is to be used for litter from the public highways only. It is not to be used for dog waste, cat litter or household waste from your private residence. Offenders may be prosecuted. If you want to report a problem with a street litter bin e.g. overflowing, damaged or requesting a new street litter bin please call Customer Services on 01273 484999. Dog binsIn the Lewes District you will find dog bins which are specifically for the disposal of dog faeces. If no bins are readily available the dog faeces should be taken home and disposed of in a hygienic manner. It is important to note that the dog bin is to be used for dog fouling at source i.e. public highways. It is not to be used for dog waste, cat litter and household waste directly from private residence. If you want to report a problem with a dog bin e.g. overflowing, damaged, abused or requesting a new dog bin please call Customer Services on 01273 484999. What can I do about dog fouling? Graffiti and flypostingRemoval of graffiti from private property is the responsibility of the property owner. Any graffiti on council owned property will be removed by us. Our Enforcement Officer will investigate any instances of flyposting. It is an illegal, anti-social activity that creates a negative impression of an area and contributes to people's fear of crime. Public utilities (e.g. telecom industry, public transport) are responsible for removing flyposting from their property. It is the responsibility of the property owner to remove such items fixed to private property. Grass cuttingWe are responsible for the cutting of grass over an area of some 112.8 square miles. The use, location and type of grass determine grass cutting frequencies. Most grass cutting falls into one of 5 categories: Low Frequency: 14 Cuts per year. Sports turf areas determine their own cutting frequencies. All grass cutting areas are combined with areas that are the responsibility of Town and County Councils. |
