Housing Land Availability

The District Council has a requirement to provide 4,600 new dwellings between 1991 and 2011, in accordance with the East Sussex County Structure Plan.

Planning Policy Guidance Note 3 (Housing) advocates a plan, monitor and manage approach to allocating land for development. Therefore, annual monitoring of the housing land supply is carried out, which helps to provide the information on the amount of land which will need to be released in Phase 2 (i.e. 2006-2011).

Note:

Recent Government guidance introduced a new approach to housing land supply.  Planning Policy Statement 3 (PPS3): Housing requires local planning authorities to prepare a Strategic Housing Land Availability Assessment (SHLAA) to identify specific sites to deliver a five year housing supply.  Authorities need to complete and publish this supply by 31st March every year.  In the absence of a completed SHLAA Lewes District Council is combining work around the Housing Land Availability document and Local Area Agreement (LAA) to demonstrate its supply.  Consequently, to meet this year's deadline it has only been possible to provide a snapshot for a period of 11 months.  The report now has to be produced and published by the 1st April.  Therefore, due to time constraints a cut off date of the 28th February was put in place.  Any housing applications determined in March were not included within the Housing Land Availability 2009.  As a result the monitoring year is 1st April 2008 - 28th February 2009, the change will only affect this monitoring year.
