Animal Breeding Licence
A licence is required for keeping a breeding establishment for dogs. We issue them for a fee and last for one year.
Who Should Apply
Any business where dogs are being sold, whether by their keeper or by another person. The Breeding and Sale of Dogs (Welfare) Act 1999 requires the process to be licenced by their local authority.
Apply Online
We work in partnership with Business Link to issue all of our licences online. You will be required to follow these steps:
- Complete the Business Link questionnaire on 'Your Business'
- Receive a checklist of all licences that apply to you
- Apply for each licence from the Business Link results page.
By creating a Business Link account, your results will be stored in your profile. You may log-in and return to them in your own time. In addition to listing all the licences required, the questionnaire results will also detail the regulations your business should meet as well as provide further help and guidance.

A licence is valid for a year between 1 January to 31 December. Renewals are sent before a licence expires.
Application Process
We issue licences annually subject to the applicant meeting set conditions. We ensure dogs are kept in suitable accommodation, fed, watered and provided with bedding material, adequately exercised and visited at suitable intervals.
We ensure all reasonable precautions are taken to prevent and control the spread infectious or contagious diseases. Fire protection is also taken into account.
- Bitches should not be mated if they are less than one year old and give birth to more than six litters of puppies each.
- A period of 12 months should pass between giving birth to puppies.
- Accurate records should be kept and made available for inspection when requested.
Should we refuse to grant such a licence, or set a condition you oppose, you may appeal to a magistrates' court.
