After the end of each financial year, which runs from 1 April to 31 March, the Council prepares an annual ‘Statement of Accounts’. This provides information about the Council’s expenditure and income during the year, and its financial standing at the year end. When the Council has formally approved the draft Statement of Accounts, independent auditors (in the case of the Council, this has been the Audit Commission up to 2006/2007 and will be PKF from 2007/2008 onwards) ensure that the information which they contain is correct and that the Council’s financial position has been presented fairly. As part of the audit process, members of the public are able to examine the accounts and ask questions of the auditor. On 8 September 2008, the Audit Committee approved an updated Statement of Accounts for 2007/2008, which incorporated a number of changes in presentation agreed with PKF following their audit work on the inital draft Statement of Accounts (approved by the Audit Committee on 25 June 2008). PKF have given their opinion that the 2007/2008 Statement of Accounts presents fairly the financial position of the Council, but the audit cannot be formally concluded and an audit certificate issued until PKF have completed their consideration of matters brought to their attention by a local authority elector. PKF are satisfied that these matters do not have a material effect on the Statement of Accounts. The document can be downloaded from the link below. Starting with 2006/2007, we have also produced a short summary of the accounts which is intended to be a simple introduction to the key financial information. This information can be made available in large print, on audio tape or disk, or in another language upon request.
