Comprehensive Performance Assessment (CPA)

What is CPA?

CPA is the framework that Government uses to measure different aspects of the Council's work.  It consists of a complex set of judgements reflecting the nature of the Council and the services we provide. 

Lewes District Council went through a detailed CPA inspection in 2003 and was judged to be a 'Good' council 'which currently delivers a broad range of services well'.  Following the inspection we drew up a high level Improvement Plan which has now largely been completed.

We bring together all of our planned improvements in our annual Council Plan  .

The current CPA Framework  involves the following key elements:

• a 'Use of Resources' assessment which looks at how the Council manages and uses its financial resources. This includes a judgement on whether the Council provides good value for money services;
• an 'Efficiency' statement which sets out our improvements in efficiency and any savings we have made;
• a 'Direction of Travel' statement which reports on our progress in meeting our priorities and planned improvements;
• a 'Service Performance' assessment which is based on an analysis of national and local performance indicators.
