The Contracts and Facilities Division, part of the Finance Directorate, oversees major contracts to ensure services provided by our contractors are cost-effective and that our facilities are clean, safe, well-maintained and accessible to all.
The Clean and Green Team works closely with the Police and other services of the Council to reduce environmental crime such as fly-tipping and abandoned vehicles.
Providing a range of community facilities that offer value for money and meet the needs of local people is at the heart of this service plan as is the need to make sure we monitor a number of important and valuable contracts for the Council including leisure services, cleansing of public conveniences, grounds maintenance and office cleaning etc.
The Council has given responsibility for the management of its leisure centres, swimming pools and leisure services to Wave Leisure. The Council is responsible for ensuring the money that is paid to Wave Leisure is spent wisely and that it continues to provide a range of quality leisure services which meet the needs of all groups in the community.
We monitor the performance of Wave Leisure closely to ensure performance standards and targets are met.
The Clean & Green Team helps to protect the environment from anti social behaviour such as fly tipping and abandoned vehicles through a strong enforcement focus and the delivery of education and preventative work.
We aim to provide a range of efficient and effective services that support value for money, meet the needs of service users and protect the local environment.

We carry out equality impact assessments (EIAs) for new or existing policies, strategies and services to see what effect they will have on different groups within our communities. This helps us to identify potential consequences for these groups and ensure any negative impacts are eliminated or reduced. They can also help us to identify actions to eliminate discrimination and promote positive relations between groups which are incorporated into our Departmental Service Plan.
